Regular people such as laborers, office workers and soldiers went to Houses of Prostitution called Bawdy Houses. At Drinking Parlors called Saloons around Washington DC, many men would eat and watch shows on stage. The act of Prostitution was illegal at the time but was not enforced very well by police and city officials who usually frequented these Houses of Prostitution. These Politicians were also bribed by the Brothel Madams. There were many attempts to regulate prostitution but failed due lack of support by the Powers to Be.

Prostitution is not regulated by the Federal Government but is the States Rights Issue. It is the exclusive right of each State to permit, prohibit or regulate Sexual Activities for money such as in Nevada where it is legal in certain counties. In conclusion, the only State that allows legalized Prostitution is Nevada. It is stipulated in the Nevada Statues as regulated brothels.
